Formal Report on the Death of Charles Hall in Midland County, Texas – October 16, 2025

A fatal car-pedestrian collision in Midland County resulted in the death of 69-year-old Charles Hall of Austin, Texas. According to a preliminary report from the Texas Department of Public Safety, the incident occurred at approximately 1:30 a.m. at the intersection of Business 20 and County Road 1247. Authorities state that Hall was in the roadway when a westbound 2023 Ford Transit, driven by 30-year-old Omar Quintero of El Paso, attempted to merge lanes and subsequently struck him. Hall was pronounced deceased at the scene, and no injuries were reported for the driver.

The investigation remains ongoing, and officials have not released further details regarding the circumstances leading to Hall’s presence in the roadway. The Texas DPS has indicated that Hall failed to yield the right of way, contributing to the collision. No additional findings or charges have been reported at this time.
