Carlos Arteaga Killed in Wrong-Way Driver Crash on Tulsa's Inner Dispersal Loop

On the evening of June 1, 2025, a fatal collision occurred on the Inner Dispersal Loop in Tulsa, Oklahoma. The Oklahoma Highway Patrol reported that James Basse, a 64-year-old man, was driving eastbound in the westbound lanes near South Denver Avenue when he struck two motorcyclists just after 9 p.m. One of the motorcyclists, 21-year-old Carlos Arteaga of Broken Arrow, was pronounced dead at the scene. The second rider sustained injuries and remains hospitalized in critical condition as of the following morning.

Authorities confirmed that Basse was under the influence of alcohol at the time of the incident. He was arrested at the scene and subsequently booked into the Tulsa County Jail on charges of driving under the influence and first-degree manslaughter. Basse remains in custody as the investigation by the Oklahoma Highway Patrol continues.
